国际知名农政研究学者汇聚中国农大，畅谈金砖国家发展与农政变迁问题

三年前，即2013年4月，在中国农业大学西校区中德楼，人文与发展学院邀请了来自荷兰鹿特丹伊拉斯谟大学社会科学研究所（ISS）、荷兰瓦赫宁根大学、南非西开普敦大学贫困、土地与农政研究所（PLAAS）、荷兰国际研究所（TNI）、巴西南大河州联邦大学（UFRGS）、巴西利亚大学（Universidade de Brasilia）等7个机构的农政研究学者，共同探讨了当下全球农政变迁的背景、趋势与特点。与会者决定成立“金砖国家农政变迁研究网络 （BRICS Initiative for Critical Agrarian Studies，简称BICAS）”，旨在探讨资本、劳动力和农业商品全球化流动的背景下，金砖国家内部和外部发生的农政变迁问题。这一年的会议即为第一届“金砖国家发展与农政变迁国际会议”。2014年和2015年，第二、三届“金砖国家发展与农政变迁国际会议”分别在巴西南大河州联邦大学和南非西开普敦大学召开。
2016年11月28日至30日，中国农业大学人文与发展学院组织了“第四届金砖国家发展与农政变迁国际会议（The 4th international conference of BICAS - Agro-extractivism inside and outside BRICS: Agrarian change and development trajectories）”。来自俄罗斯、巴西、印度、南非、荷兰、加拿大、美国、厄瓜多尔、缅甸、菲律宾、新加坡、中国大陆、中国香港等28个国家与地区的近百名研究者参会，几乎包括了国际农政研究领域的所有知名学者。

当代农民研究的世界顶尖学者兼莫斯科经济与社会科学学院院长的提奥多·沙宁（Teodor Shanin）教授是本次会议的最焦点人物。沙宁教授已86岁高龄仍然接受邀请参加会议，他以“The Awkward Class”为题进行了大会发言，对BICAS研究网络的成就给予了高度评价。他所在的莫斯科经济与社会科学学院将负责组织第五届金砖国家发展与农政变迁国际会议。

会议共设5次全体大会和15个小组会议。大会讨论主题包括金砖国家的农政变迁、全球农业投资、农业采掘主义、小农与小农农业、农业与农村转型等。小组会议讨论主题包括金砖国家的全球农业投资、全球化与现代化、农业与积累、农业采掘主义及其对农民生计的影响、食物与农业、中国的农业资本主义发展、性别问题、水资源问题等。
本次会议的成功召开，标志着中国农业大学人文与发展学院已经成为国际农政变迁研究的三大中心之一。另外两个中心分别为荷兰鹿特丹伊拉斯谟大学社会科学研究所（International Institute of Social Studies, ISS）和英国伦敦大学亚非学院（School of Oriental and African Studies, SOAS）。
