卡斯滕·斯陶尔于 2023 年 3 月当选为经合组织发展援助委员会(DAC)主席。在担任这一职务之前,卡斯滕·斯陶尔是丹麦驻巴黎经合组织和联合国教科文组织大使(2018-2023年)。在四十多年的国际外交和发展职业生涯中,斯陶尔大使曾担任丹麦常驻联合国日内瓦办事处(2013-2018年)和纽约办事处(2007-2013年)代表,以及国际发展合作国务秘书(2001-2007 年)。他还曾担任外交部发展政策和规划司司长、丹麦驻以色列大使、行政事务副秘书和双边发展合作副秘书。
卡斯滕·斯陶尔曾共同主持2010年联合国千年发展目标峰会和2012年联合国法治问题高级别会议的成果谈判。2014年,他与智利、摩洛哥和印度尼西亚的代表一起发起了《禁止酷刑公约倡议》(CTI),旨在推动《联合国禁止酷刑公约》获得普遍认可。
他还曾担任联合国开发计划署、联合国人口基金、联合国项目事务署主席;第32届国际红十字与红新月会议起草委员会主席;联合国难民事务高级专员公署(UNHCR)执行委员会成员。他还曾代表挪威、瑞典、荷兰、爱尔兰和卢森堡,两次担任全球抗击艾滋病、结核病和疟疾基金董事会(GFATM)的成员。2020-2021年,他担任经合组织执行委员会主席。
卡斯滕·斯陶尔拥有哥本哈根大学的历史和文学学位,并撰写了大量关于全球化、多边事务和联合国,以及关于丹麦外交和发展政策的文章。

Introduction to the Speaker:
Carsten Staur was elected the Chair of the OECD’s Development Assistance Committee (DAC) in March 2023.
Prior to taking up this function, Carsten Staur was Denmark’s Ambassador to the OECD and UNESCO in Paris (2018-2023). During a career of more than forty years in international diplomacy and development, Ambassador Staur has served as Permanent Representative of Denmark to the United Nations in Geneva (2013-2018) and New York (2007-2013) and as State Secretary for International Development Cooperation (2001-2007). He has also been Director for Development Policy and Planning in the Ministry of Foreign Affairs, Ambassador of Denmark to Israel, Under Secretary for Administrative Affairs, and Under Secretary for Bilateral Development Cooperation.
Carsten Staur has co-facilitated negotiations on the outcome of the UN Summit on the Millennium Development Goals in 2010 as well as of the UN High-Level Meeting on the Rule of Law in 2012. In 2014, he initiated the Convention against Torture Initiative (CTI), together with representatives of Chile, Morocco, and Indonesia, pursuing universal ratification of the UN Convention Against Torture.
He has also chaired the Boards of UNDP, UNFPA and UNOPS; the drafting Committee of the 32nd International Red Cross and Red Crescent Conference; and the Executive Committee of the UN High Commissioner’s Programme (UNHCR). He has twice served as member of the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), representing also Norway, Sweden, the Netherlands, Ireland and Luxembourg. In 2020-2021, he chaired the OECD Executive Committee.
Carsten Staur holds a degree in History and Literature from the University of Copenhagen and has written extensively about globalisation, multilateral affairs and the United Nations, as well as about Danish foreign and development policy.
