11月2日，伦敦政治经济学院荣休教授詹姆斯–普策尔以“菲利宾的土地改革与农政变迁”为题，与校内外师生、学者讨论了菲律宾土改的漫长历史、主要特征以及未来去向。詹姆斯–普策尔教授首先介绍了人们对当前土地改革的一些关切，主要包括以下五大方面：一、已经进行了30年的综合农村改革方案如何收尾？二、土地改革会对菲律宾政府与菲律宾共产党、穆斯林组织的和平谈判产生怎样的影响？三、土地改革受益者的命运如何？四、大量土地为逃避土改转变了土地用途，应当如何应对？五、菲律宾目前农业投入和农业生产效率十分低下，又应当如何解决？......more
