主讲人简介：米克·莫尔教授长期从事如何提升治理效果的政治经济学研究，关注以下研究问题：经济结构、国际贸易、采掘行业、财政来源等因素如何影响治理效果？低收入国家的政府如何增加财税收入？在过去20多年中，他作为亚洲发展银行（ADB）、经合组织（OECD）、英国发展署（DFID）咨询和评估专家，承担过多项在亚洲和非洲国家和地区开展的国际发展合作项目，特别是在斯里兰卡、印度和中国台湾。在World Development (SSCI Q1), International Political Science Review (SSCI Q1), Public Management Review (SSCI Q1), Development and Change (SSCI Q1), Pacific Affairs (SSCI Q1)等SSCI顶刊发文。他于2010年作为首席执行官创立IDS国际税收与发展中心（ICTD），并因在国际发展领域的突出贡献于2021年荣获英国官佐勋章。

Introduction to the Speaker: Prof. Moore has been engaged in the political economy research on how to improve governance effectiveness for a long time, focusing on the following research questions: How do factors such as economic structure, international trade, extractive industries, and sources of public finance affect governance effectiveness? How can the governments of low-income countries increase tax revenues? Over the past two decades, as a consulting and evaluation expert for the Asian Development Bank (ADB), the Organization for Economic Cooperation and Development (OECD), and the Department for International Development of the UK (DFID), he has undertaken numerous development cooperation projects in Asian and African countries and regions, especially in Sri Lanka, India, and China Taiwan. He has published papers in top SSCI journals, such as World Development (SSCI Q1), International Political Science Review (SSCI Q1), Public Management Review (SSCI Q1), Development and Change (SSCI Q1), Pacific Affairs (SSCI Q1), to name just a few. In 2010, as the CEO, he founded the International Centre for Tax and Development (ICTD) in IDS, and was awarded the Order of the British Empire (OBE) in 2021 for his outstanding contributions in the field of international development.
