Synopsis: This lecture breaks away from the traditional framework for evaluating the effectiveness of international development projects. Taking three rural communities in South Sulawesi, Indonesia as the research objects, it uses ethnographic research methods to compare the different experiences of two of these communities in participating in medical-oriented participatory development projects, and contrasts them with the third community that did not participate in the project. It analyzes the impact of government attention and citizens' memories of the government's past performance on the choice of community development pathways, reveals the inherent tension between resource dependence and civic mutual assistance, explores diverse alternative pathways for rural development, and provides references and insights for rural governance, participatory development practices in Global South countries, as well as China's rural revitalization and international development cooperation.
