主讲人简介:
谢来辉,现任中国社会科学院亚太与全球战略研究院“一带一路”研究室副主任(主持工作)、副研究员。他长期从事环境政治经济学、全球治理、国际贸易和比较历史研究,曾发表《“一带一路”与全球治理的关系:一个类型学分析》等论文,其研究成果见诸《世界经济与政治》《国际经贸探索》《国外理论动态》等中文核心期刊。他近期的研究主要涉及“一带一路”的国际政治经济学。
讲座内容:
随着共建“一带一路”倡议(BRI)逐渐发展成为重要的国际合作平台,其合作范围、议题领域与实践形态不断拓展,也日益呈现出跨领域、多层次和复合化的特征。目前,已有150多个国家和20多个国际组织同中国政府签署相关合作文件。除传统意义上的基础设施互联互通外,“一带一路”合作已延伸至农业发展、可再生能源、数字经济、人工智能等多个领域。与此同时,围绕中国推动共建“一带一路”的战略动因、发展逻辑及其国际影响,无论是在经济层面还是政治层面,仍然存在较多讨论与争议。
本次报告试图探讨共建“一带一路”倡议如何通过国际发展议程延展和提升中国改革开放进程,并进一步嵌入中国更广泛的和平发展战略之中。主讲人认为,中国正在经历一个向“世界性国家”转型的历史过程。在这一过程中,中国一方面通过推动包容性的务实经济合作,拓展与世界的制度性、发展性和文明性联系;另一方面也在承担更多全球责任,并促进不同文明之间的交流互鉴。报告将通过对“世界性国家”概念的系统阐释,为理解共建“一带一路”倡议提供一种更具学理化和整体性的解释框架。

Introduction to the Speakers: Laihui Xie is Executive Director of the Department of Belt-and-Road Studies at the National Institute of International Strategy, Chinese Academy of Social Sciences. His research interests include environmental politics, global governance, international trade, economic policy, and comparative historical research, with a regional focus on China and East Asia. He is author of the chapter “Interaction between the Belt and Road Initiative and Global Governance: An Typological Analysis” in the edited volume China’s Role in Global Governance. His articles have appeared in World Economy and Politics, Economic Research Journal, and International Economic Review (in Chinese). His current projects examine the political economy of the BRI from a comparative perspective.
Overview:
As the Belt and Road Initiative (BRI) has become an important platform for international cooperation, its scope and fields of cooperation have continued to expand. To date, more than 150 countries and over 20 international organizations have signed cooperation documents with the Chinese government. Beyond infrastructure, the BRI now covers areas such as agricultural development, renewable energy, the digital economy, and artificial intelligence. However, China’s motivations for promoting the BRI, as well as its economic and political implications, remain widely debated.
This presentation explores how the BRI extends China’s reform and opening-up through an international development agenda and connects with China’s broader strategy of peaceful development. The speaker argues that China is in the process of becoming a “Cosmopolitan State”. In this process, China seeks to promote inclusive and pragmatic economic cooperation, assume greater global responsibilities, and encourage mutual learning among different civilizations. By introducing the concept of the “Cosmopolitan State”, the presentation offers a theoretically grounded perspective for understanding the BRI.
