Overview

This presentation reflects on UK experiences of engaging communities in the rural planning process. It examines the drivers of community engagement over recent decades, the evolution of community planning frameworks in England, attempts to integrate the plans developed by communities with higher level strategies, and the enduring motivations and rationales for community action and engagements with planning. Three brief examples of 'neighbourhood planning' in rural settings are used to illustrate the successes and challenges of planning at this scale. The presentation concludes on the point that communities will always mobilise, plan and act, but finding effective ways to harness their knowledge and energies is a global challenge.
